I am not sure I understand what you want to do, so I'll need a bit
more information :) What is it exactly you wish to do:

- generate new OTAP documents which you will then send with
umts-wappush.pl? If so, the steps are : write the XML document (a
sample is provided as of release 0.7.0

- decode a provisioning document from a set of PDUs? If so, the
necessary bits of code are in the UMTS/* modules, putting together a
script to do this would not be much trouble.

Once I have a clearer picture of what you are trying to achieve I'd be
happy to help!
